Vacancy for Post of Sr. /Dy. Chief Agriculture Officer at Watershed Management Division, DoF&PS

The Department of Agriculture would like to invite applications from interested staff of Department of Agriculture for transfer to Watershed Management Division, DoF&PS for the post of   (Sr/Dy. Chief) Agriculture Officer. Interested Agriculture Officers in position level P3/P2 may forward their applications to HRO, DoA Section, HRD latest by March 31, 2010.

The Job Description of the position is as follows:

With the understanding that involvement for key stakeholders and actors in the planning process is crucial to the success of plan acceptance, integration and ultimate implementation; the Watershed Management Division (WMD) of the Department of Forests and Park Services (DFPS), Ministry of Agriculture and Forests (MAF) will have an Agricultural Officer position (Senior or Deputy Chief) under it, with the following rote and responsibilities, and contribute to fulfilling the mandates and functions of the Division:

Under the overall management of WMD and under the technical guidance of the SNV expert, the position shall head and supervise the functions of Farming Systems Section, assist the Division in the planning, coordination, M& E and strengthen institutional capacity to deal with agricultural components in watershed management as follows:

  1. Planning and Policy (25%)
  • Design and prepare the food, agriculture and farming systems components of the integrated watershed management plan in close consultation with the central and local government agencies, NGos and CSOs, and communities; and jointly with other sections of the Division.
  • Develop indicators appropriate for agricultural component of the watershed management program, and prepare a strategic plan which will include future work plans
  • Support in policy development relating to watershed management
  • Assist in drafting proposals for relevant projects in the field of watershed management in collaboration with other sections and stakeholder groups 
  1. Coordination (25%)
  • In collaboration with relevant actors and stakeholders, guide, coordinate and supervise field works in watershed management
  • Inventory capacity and resources, influences and impacts in each target watershed, and assess watershed conditions to indentify actions and investments needed to address problems, resolve gaps in achieving the desired conditions as defined by stakeholder goals and objectives.
  • Support the implementers in the preparation of an action plan required to implement the management plan focusing specifically on the agricultural issues, but within the context of an integrated approach to interface effectively with other subsectoral actions. S/he shall also provide the technical backstopping in the field with the support of Regional Advisory Groups.
  • Involve the local communities and agencies engaged in agriculture within watersheds in a meaningful and effective way throughout the planning and implementation processes of watershed management program.
  • In collaboration with central and local implementing agencies, implement and monitor in a participatory manner, promising approaches and techniques in watershed management in a pilot mode, in selected test areas. 
  1. Monitoring and Evaluation (25%)
  • Monitor and evaluate activities for effectiveness and success in achieving the watershed management goals and objectives following the prescribed sectoral and national M&E systems. Further use such M&E mechanism to inform enhancement and readjustment of the management plan.
  • M&E as an important cross cutting component cross cutting component of all the above mentioned themes to support measurement of the overall program results, progress and performance on regular basis using the indicators
  • Undertake regular field visits to support the implementation of M&E
  1. Outreach and Capacity Building (25%)
  • Bring agricultural expertise into the methodological development in terms of developing training manuals, guidance materials and best practices in watershed management. S/he shall facilitate their application and engage in the dissemination of results to communities, actors and other stakeholders
  • Undertake a systematic data collection, analyze, publish and disseminate data and relevant experiences through reports, field days, workshops, seminars, courses, etc.
  • Network and exchange with relevant programs and activities in the region and beyond in building the national knowledge pool including capacity building for research, implementation, education and policy purposes.
