The Human Resource Division (HRD) plays a significant role in the implementation of human resource management and development policies in the Ministry. Realizing the importance, the division, which was earlier under the AFD, was reorganized and started functioning as an agency from 2005 onwards.

The HRD plays an enabling role and ensures the efficacy of services in Ministry and facilitates and provides support to decentralization of the government’s functions and at the same time ensures accountability, transparency and efficiency of all personnel actions.
